As Friuli Venezia Giulia Grows Older, Home Care Takes Center Stage

By 2080, people over the age of 65 are expected to make up 35 percent of Friuli Venezia Giulia’s population, according to projections presented at a conference in Trieste this week, underscoring the growing pressures of caring for an aging society.

The event, organized with Assindatcolf, Italy’s association of domestic employers, highlighted the increasing role of home-based care as the region’s elderly population continues to grow.

While the number of registered domestic workers in Italy has fallen from 906,000 in 2015 to 817,000 in 2025, Friuli Venezia Giulia has bucked the national trend. The region recorded an increase from 16,425 to 19,444 contracted domestic workers during the same period, according to INPS data.

“Home care is one of the fundamental pillars of our welfare system, and domestic work is an essential component of it,” said Alessia Rosolen, the regional councillor for labor, education and family affairs.

Regional officials attributed the growth to rising demand for family caregivers, efforts to regularize employment and investments in training and support services. Among them is the Si.Con.Te network, a system of 17 employment assistance centers funded with €3.9 million that helps families connect with caregivers, housekeepers and babysitters.

Conference participants said the region’s demographic transformation will require expanded community services and new approaches to long-term care, particularly as increasing numbers of residents seek to remain in their own homes as they age.
