Trieste is opening a new round of public incentives under Italy’s Law 181/1989 to support investment in its complex industrial crisis area. The measure, managed by Invitalia and presented in Trieste on 28 January together with representatives of the Ministry of Enterprises and Made in Italy (Mimit), makes €15 million available to strengthen the competitiveness of the local production system and support economic recovery.
The incentives apply to parts of the Trieste metropolitan area, including the former Zona Industriale di Trieste (Ezit), now managed by the Local Economic Development Consortium of the Giulian Area (Coselag), the former Arsenale industrial zone, and state-owned areas granted in concession to Siderurgica Triestina. Areas affected by the logistics platform are excluded. The eligible territory falls within the municipalities of Trieste, Muggia, and San Dorligo della Valle.
The application window, issued under Circolare direttoriale No. 3327 of 16 December 2025, will run from 26 February 2026 at 12:00 pm to 23 April 2026 at 12:00 pm. A total of €15 million in incentives is available, before management fees.
Applications must be submitted online to Invitalia, the national agency for investment attraction and business development, which acts as programme manager. Required documentation includes:
- A digital business plan
- Supporting documents
- Digital identity credentials and a certified email address
The next key procedural milestone is the opening of the online application portal at 12:00 on 26 February 2026.
