Trieste City Council to Vote on Urban Public Order Ordinance Amendments

Before the end of the year, Trieste’s City Council is expected to vote on major updates to the Urban Police Regulations aimed at enhancing public safety and order.

Security Councilor Caterina de Gavardo is pushing four key measures: extending the city’s urban ban on public access (“Dacur”) to include the Porto Vecchio area; regulating and allowing removal of unattended “key boxes” used by short-term rental hosts; banning swimwear and shirtless attire in the historic center; and formalizing neighborhood watch programs under municipal oversight.

The new rules on key boxes address growing concerns about these lockboxes being improperly attached to public property, creating security risks and complicating removal efforts. While self check-in remains legal when properly managed, unauthorized installations will face fines and removal.

The extension of the Dacur zone aims to close existing “security gray areas” in the city, while neighborhood watch programs will be officially integrated into local law enforcement strategies, pending political approval.

Final decisions rest with the City Council, underscoring the need for strong political will to implement these reforms.
