Italy’s Council of State has upheld the legality of procurement procedures used by the Regional Agency for the Right to Higher Education (ARDiS), removing the final legal obstacle to the renovation of one of Trieste’s largest university student residences.
The ruling confirms an earlier decision by the Regional Administrative Court of Friuli Venezia Giulia and brings to a close a judicial dispute that had delayed the redevelopment of the E4 “Casa B” student residence.
Regional education officials said construction is expected to begin this autumn. The project will modernize the building, improve its energy efficiency and increase its capacity to about 150 beds, roughly 20 more than the current total of just over 130.
The renovation, fully funded by the Friuli Venezia Giulia Region through ARDiS, is expected to take at least two years. In addition to energy upgrades, the work will improve the building’s functionality for students living on campus.
Alessia Rosolen, the regional councilor for education, described the project as a strategic investment in higher education, saying the additional housing would help accommodate students choosing Trieste for their university studies.
During the construction period, ARDiS has arranged alternative accommodation for students at the former Military Hospital on Via Fabio Severo and in other affiliated university residences. Students unable to secure a place in those facilities will remain eligible for a regional housing allowance.
The residence is part of Trieste’s broader network of student housing, which has expanded in recent years as the city seeks to support growing university enrollment and strengthen its appeal as an academic center.
