Friuli Venezia Giulia Eases Residency Requirement for Family Welfare Benefits

The regional government of Friuli Venezia Giulia has approved changes to its family welfare rules that will broaden access to two flagship benefits, the Carta Famiglia and the Dote Famiglia, by cutting the required period of continuous residency in the region from two years to one.

The decision, finalized this week by the regional executive, updates the implementing regulations tied to a 2021 regional law on family policy, youth autonomy and equal opportunities. The change aligns the program with provisions in a newer regional statute on social innovation, adopted earlier this year, which aims to strengthen the region’s social safety net while enhancing its economic and demographic appeal.

Under the revised framework, which will take effect on Jan. 1, 2026, families will be eligible for the benefits after 12 months of uninterrupted residence in Friuli Venezia Giulia, rather than the previous 24. Regional officials say the adjustment is intended to extend support to a larger share of households already using public services and to make the welfare system more responsive to population mobility.

Alessia Rosolen, the regional councillor responsible for labor, education, research, universities and family policy, said the reform reflects a broader strategy to integrate family and youth policies with job training, employment measures and social innovation initiatives. By embedding the Carta Famiglia and Dote Famiglia within the new social innovation law, she added, the region is making the programs permanent pillars of its welfare system.

The administration argues that the move will help support families more consistently, encourage higher birth rates and make the region more attractive to people considering relocating for work or study. Regional leaders have framed the change as part of a long-term effort to balance social cohesion with economic development in one of Italy’s most autonomous regions.
