In Pasian di Prato, New Housing Units Offer Relief for Low-Income Families

Nineteen new housing units intended for low-income families were inaugurated on Monday in this municipality just outside Udine, marking the latest effort by the Friuli Venezia Giulia Region to expand access to affordable homes through public-private partnerships.

The apartments, part of a complex known as Residenza Giuliana on Via Roma, were developed by the region’s Social Housing Fund, managed by Finint Investments and backed by the regional government alongside Cassa Depositi e Prestiti’s real-asset division, local cooperative banks and private investors. The units will be offered primarily through subsidized rental and assisted-purchase schemes, with shared spaces designed to encourage community building.

At a ceremony held in the municipal offices, Massimiliano Fedriga, the region’s governor, described the project as a tangible outcome of the region’s strategy on social housing. Such initiatives, he said, “show what can be accomplished through a strong alliance between the public and private sectors,” allowing investments to translate into “projects that benefit the community.” Fedriga added that social housing remains essential for residents who fall outside the eligibility thresholds for traditional public housing but still struggle with rising housing pressures.

Regional officials have framed the project as part of a broader attempt to address demographic decline and revive urban centers. Cristina Amirante, regional councillor for infrastructure, said the approach highlights the value of partnerships at a time when construction costs continue to rise. She noted that roughly a quarter of Friuli Venezia Giulia’s housing stock sits empty, more than half of it made up of primary residences. “Intervening in this existing heritage brings people back into town centers and can serve as a multiplier effect against demographic crisis,” she said.

Barbara Zilli, the region’s finance councillor, pointed to more than €18 million committed in recent years to social-housing initiatives. The investments, she said, continue to stimulate local economic activity while expanding access to a “primary right.” She called the scheme “a virtuous example of social finance, where housing becomes a strategic lever for development.”

Local officials and representatives of Finint Investments, Cdp Real Asset Sgr and the regional builders’ consortium also attended the event, including Pasian di Prato’s mayor, Juli Peressini.

Residenza Giuliana forms part of a larger redevelopment project involving the demolition and reconstruction of a previously blighted area facing State Road 13, the main route connecting Pasian di Prato to Udine. With the latest units, 574 homes have now been completed under the fund’s 19 initiatives across the region, out of a planned total of 650.
