Interview: Pierpaolo Roberti — Friuli Venezia Giulia Regional Councilor for Security; Caterina De Gavardo — Trieste City Councilor for Public Safety
Residents and property owners can apply for funding to install alarms, surveillance cameras and other security systems by Jan. 15, 2027.
The city of Trieste has approved a new round of grants to help residents, condominium associations and other property owners install security systems, with more than €1 million in regional funding available for the program.
The grants will cover 75% of eligible expenses, up to a maximum contribution of €2,250 per property. Applications must be submitted by Jan. 15, 2027.
Caterina De Gavardo, the city councilor responsible for public safety, presented the program Monday alongside Paolo Jerman, deputy commander of the municipal police; Maximiliano Pozzetto, the city’s head of economic and financial management; and Pierpaolo Roberti, the regional councilor for security.
The funding allocated to Trieste has increased substantially from the approximately €260,000 available in previous years to more than €1 million in 2026, De Gavardo said. The revised program also takes into account growing demand from condominium associations.
The initiative, first introduced in 2015, is intended to improve security and address concerns about burglary and robbery. Eligible expenses include the purchase, installation, expansion and upgrading of security equipment.
The program covers burglar alarms, intrusion detection systems, anti-robbery devices and video surveillance cameras. It also includes reinforced or armored doors and shutters, security grilles, impact-resistant windows, anti-burglary locks and video intercom systems.
Eligible properties include private residences, shared areas of condominiums, religious buildings, commercial and industrial premises, professional offices, schools and sports facilities not owned by local authorities.
For residential applications, individuals must have lived continuously in Friuli Venezia Giulia for at least five years and be residents of Trieste, with their registered residence at the property where the work will be carried out. Applicants must be Italian or eligible European Union citizens, or fall within other categories of foreign residents entitled to apply under the rules. They must also own or co-own the property, hold a qualifying property right, or be tenants or borrowers under an eligible property-use agreement.
Applications for private residences will be ranked partly according to financial circumstances, with priority given to applicants with lower ISEE household-income indicators. Where scores are equal, length of residence in Trieste and then the date of application will determine priority.
For condominiums, applications may be submitted by co-owners of shared areas, the legal representative, an authorized condominium resident or the building administrator. Priority will be given to buildings with more residential units, with earlier applications taking precedence in the event of a tie.
Only one application may be submitted for each property, although it can cover multiple eligible interventions. The property must be located within the municipality of Trieste, and applicants must meet the requirements both when applying and when the grant is paid.
Eligible expenses must have been incurred between Jan. 1 and Dec. 31, 2026. The minimum eligible expenditure is €1,000, while the maximum is €3,000, including value-added tax. The grant will therefore range from €750 to €2,250, covering 75% of approved costs. The contribution cannot be combined with other grants, and funding will be distributed until the available budget is exhausted.
Applications must reach the municipality by Jan. 15, 2027. They can be submitted by registered mail with return receipt, certified email sent from a certified email account, or in person. Applications sent through ordinary email will not be accepted.
The municipality must complete the grant payment process by April 30, 2027, in accordance with the regional reporting deadline.
The application form and full announcement are available on the city’s public notices website, bandieconcorsi.comune.trieste.it.
