Friuli Venezia Giulia Proposes Unified Law for Commerce and Tourism

The Region of Friuli Venezia Giulia has unveiled a draft version of a new unified law that brings together the commerce and tourism sectors under a single legislative framework — a move designed to streamline regulations and guide future development more effectively across the territory.

Presented today at the regional headquarters in Udine during a meeting with Anci FVG (the Regional Association of Municipalities), the draft law outlines a long-term strategy for local economic growth. If approved, the law will go into effect on January 1, 2026, backed by €134 million in funding spread across 2026 and 2027.

Among the law’s key innovations is the introduction of a Masterplan for Commercial Areas, which will map all retail and sales spaces throughout the region. The tool aims to harmonize new commercial developments and provide municipalities with data to better coordinate planning policies. It will also help identify areas where local businesses are struggling, enabling targeted support.

“This is a concrete and transparent planning instrument that allows us to see, for the first time, the entire distribution network in Friuli Venezia Giulia,” said Sergio Emidio Bini, regional councillor for Economic Development and Tourism. “It will be available online, and will support local governments in revitalizing commercial zones that need strategic intervention.”

The new law also supports neighborhood shops, tourism districts, cycling tourism, and the hospitality sector. According to the latest data, there are 56,895 service-sector businesses in Friuli Venezia Giulia, representing 58.2% of all enterprises in the region.

The proposal has been welcomed by several economic associations, including Confcommercio. It is expected to be formally debated in the Regional Council this autumn.
