Trieste Launches Regtech Startup and Regional Innovation Hub

Friuli Venezia Giulia is marking a new step in its regional innovation and maritime economy with the presentation of Blu Comply, a startup specializing in regulatory technology, and the inauguration of the regional Select FVG agency headquarters in the Palazzo della Regione.

The events were attended by Sergio Emidio Bini, the regional councillor for economic development, who highlighted the role of technology in supporting business compliance and competitiveness. “Investing in advanced solutions for compliance and risk management not only creates economic value, but also strengthens transparency and competitiveness in our production system,” he said.

Blu Comply, led by Enrico Giancaterina, is the second company developed under the Maritime Ventures program, which aims to promote digital transition and innovation across the maritime supply chain. The platform uses artificial intelligence to automate regulatory monitoring, document generation, and data exchange with shipyards, potentially reducing compliance-related documentation time by up to 80 percent.

Citing a recent report from the Pordenone-Udine Chamber of Commerce, Bini noted that the maritime economy in Friuli Venezia Giulia, including shipbuilding, generates €3.4 billion, or 8.4 percent of the regional GDP. The region ranks third in Italy for maritime economic output, behind Liguria and Sardinia, and has implemented dedicated legislation and funding to support the nautical sector.

Maritime Ventures is backed by Cdp Venture Capital and operated by Cariplo Factory and Bridgemaker, with investment participation from companies including FincantieriFriulia, and Psa Italy, and institutional support from the regional government, University of GenoaConfindustria Genova, and other partners.

After the Blu Comply presentation, Bini participated in the opening of the Select FVG agency space in Piazza Unità d’Italia. The agency, established by the regional government, is designed to support existing businesses, attract new enterprises, and provide a hub for collaboration with startups. Bini described the space as a “concrete step in strengthening the regional innovation ecosystem,” noting plans for a larger facility at Hangar 21 in the redeveloped Porto Vecchio area, intended to serve as a global hub for talent and projects in sectors including climate technology and the blue economy.
